The project developer, TPA Group, was new to the Charlotte area and trusted Burton’s experience and local relationships to navigate unfamiliar municipalities and resolve challenging site constraints. Burton’s Project Hercules team shepherded the project by coordinating with four separate towns and cities to obtain approvals, permits, and encroachments from county, state and environmental regulators while maintaining the client’s exigent schedule.  Among the site challenges was an adjustment to the boundary of a water supply watershed. Careful planning and presentation to the local jurisdiction and community was imperative to carve off those areas of the site critical to the project while preserving the integrity of the local resources. This required a thoughtful approach to stormwater management to create a design that was cost effective while providing regenerative flows to onsite streams to minimize environmental impacts. Our team also mitigated the process of obtaining the necessary agreements between NCDOT, City of Monroe, Town of Midland, and the developer to avoid the costly delay of moving a sixteen-inch natural gas transmission line, which was a critical milestone in relocating a state road crossing for the future building pad. Scope of work included the rezoning of a water supply watershed boundary, buffer variances, stream impact permitting, dam breach analysis, public bid roadway improvements, state utility approvals, express state erosion control permitting, and several tertiary municipal encroachments. As a result of this project, the owner created over 1,000 job opportunities for the Kannapolis community.
